Electing Board Members

Per the Constitution of the Clark County Historical Society, current members of the Society are eligible to vote for our board members.

Connie (Kaffenbarger) Koehler – President

A life long resident of Clark County, Connie graduated from Northwestern high School, Clark Technical College, and Wright State University with a bachelor of science degree in medical technology.  She was employed at Community Hospital Laboratories with a concentration in the chemistry department.  Connie and her husband, Kevin, have four grown children and eight grandchildren.  She is a member of Saint Teresa Church, Clark County Historical Society, and Clark County Animal Welfare League where she volunteers.
 

James B. Arter

Jim is a retired public school teacher of 35 years, his last 32 as a seventh grade history teacher at South Vienna Middle School in the Northeastern School District. For his final teaching years he co-directed the high school musicals and coached his eighth grade Power of the Pen Teams. Jim has a BS in elementary education from Murray State University and an MA in English from Wright State University. Jim is in his 15th year of serving on the Urbana City Schools board of education. His YA novel, “Gruel and Unusual Punishment,” was published by Bantam, Doubleday, and Dell (hardcover) and Dell Yearling (paperback). Jim and Paula, his wife of 44 years, are proud parents of Seth, love to perform in community theatre productions, and to travel together.

Kenneth M. Elder

Mr. Elder is a lifelong resident of Clark County, having been born in Springfield, Ohio where he grew up. He graduated from Springfield North High School in 1971 and thereafter graduated from Hanover College (B.A. 1975) and University of Cincinnati College of Law (J.D. 1978.) He is engaged in the practice of law in Springfield in partnership with his brother, Andrew H. Elder, in the law firm known as Elder and Elder.
 

VADM (Ret.) Phil Wisecup

Phil Wisecup is a native of Piqua, Ohio. He is a graduate of the United States Naval Academy, the University of Southern California, and the Naval War College. His commands included USS Callaghan (DDG-994), Destroyer Squadron 21, Naval Forces Korea, Carrier Strike Group Seven, President of the Naval War College, and the 38th Naval Inspector General. He retired from active duty in September 2013. More can be read about Phil here.
